Federal authorities recently concluded a massive investigation that led to the arrest of 28 cruise ship crew members. Specifically, Homeland Security Investigations (HSI) and U.S. Customs and Border Protection led this joint effort, known as “Operation Tidal Wave.” Among those taken into custody, 10 were employees of Disney Cruise Line. Furthermore, the operation relied heavily on tips from the National Center for Missing and Exploited Children.
These targeted arrests took place between April 23 and April 27, 2026. This effort focused on staff members from multiple cruise lines at various ports of entry. Consequently, the agencies moved quickly to identify individuals involved in the exploitation of minors. Their primary goal was to remove these individuals from their respective vessels as fast as possible.
Arrests At The San Diego Waterfront
A significant portion of the enforcement happened at the San Diego cruise port. Federal agents boarded the Disney Magic cruise ship immediately after it arrived at the terminal. Passengers watched in shock as officers led 10 crew members away in handcuffs. These staffers still wore their official Disney uniforms during the arrest. As a result, the sight of familiar ship staff in restraints left many families deeply unsettled.
The nature of the charges is incredibly serious. Federal officers performed digital forensic audits on personal electronic devices found on the ships. They confirmed that 27 of the 28 subjects possessed or distributed child sexual exploitation material. Additionally, agents discovered this evidence after conducting interviews and device searches. The suspects included 26 individuals from the Philippines, one from Portugal, and one from Indonesia.
A Shocking End To A Family Vacation
The event felt deeply personal for many passengers on board. For instance, witness Dharmi Mehta realized her family’s dining host was among the arrested. She had just eaten breakfast with him that very morning. Mehta noted that he appeared distraught during their final interaction. Consequently, seeing him in restraints later that day created a disturbing end to her vacation.
Disney Cruise Line issued a zero-tolerance statement following the news. The company confirmed it fully cooperated with federal authorities during the sting. Furthermore, the company immediately fired the individuals involved. Because they are foreign nationals, authorities also revoked their visas. Finally, officials have already processed all 28 individuals for removal from the United States.
